O2 sensors

I'm looking at the 2 upstream O2 sensors and bank 1 sensor oscillates between 0.1V and 0.9V but bank 2 sensor oscillates between 0V to 0.8V. Could my bank 2 sensor be faulty? Could this be the cause of bad gas mileage? I have a 2000 Maxima.

the catalyst must be defective
the test should be carried out engine 2500tr/min

my o2 sensors just sit on 100 constantly,no change at all.Why would that be?
