P0507 need help please

i have a P0507 code 
and when i use the idle air volume with the car on and my idle drops but when i turn off my car and turn it back on my Rpm goes back to 1000 
so idk if this is way out of topic but if you could give any suggentions on how the datascan 2 fix this please let me know
