Program failure - key programming

I'm trying to key re-program a 2002 Maxima but keep getting program failure. Since its a 2002 I'm using 5523 pin code but no luck. Is this the correct pin. I have the BCM code 09013. I have checked the ignition key module and it seems to be sending a code to the ECU. Any suggestions?
