Does the vehicle need to be running to successfully accomplish the Idle Air Volume Relearn?

Yes. It's best to follow the service manual.

I have followed the service manuals instructions to the "T" over and over and I still cannot get the Idle Air Volume Learn function to work. Is there something else I can try?

What are your symptoms?
Usually the ECU keeps counting and never completes the processes. 90% of the time that’s because there is an air leak somewhere in the intake. There are various air tubes connected to the intake plenum. If any one of them is disconnected the process will fail. The throttle body seals could also leak or the rubber tube between the Air Flow Meter and throttle could be loose.

Usually the ECU keeps counting and never completes the processes. 90% of the time that’s because there is an air leak somewhere in the intake. There are various air tubes connected to the intake plenum. If any one of them is disconnected the process will fail. The throttle body seals could also leak or the rubber tube between the Air Flow Meter and throttle could be loose.

First off thank you for the lighting fast reply.
I originally had a bad ecm but had it rebuilt and also installed a new throttle body. I installed a new gasket when I replaced the throttle body and I have also rechecked every bolt and hose. I have a K&N cold air intake but I've had that for over 5 years. Now it idles between 900-1100 RPMs when it should be at 750-800 which throws a P0507 code. I have the idle adjustment all the way at 0 but it still stays up high. I even sprayed carb cleaner around every connection to see if I could locate a possible leak but I didn't notice a change in RPM. I will try and check the connections again by disassembling and reassembling the intake system.

Well I checked and rechecked everything and I think it's the ECM which I just recently had rebuilt due to the accelerator position sensor getting extremely low voltage. The guy that rebuilt the ECM is awesome and said ship it back to him and he will repair it for free. I just hope he can repair it...

I still can't get it to complete the relearn. The guy that rebuilt my ecm said that Nissan needs to flash it.

Do you still get a high Idle RPM?
Can you post a log data with your car idelling. Include Air Flow, RPM, injector, A/F correction, Throttle Position, Accelerator Position parameters and IAVL register to see if it has been completed.

Easy one , with the key off disconnect two injectors, turn the key to run and then perform the idle relearn .
