Adjusting Idle RPM

Can the DataScan II for Android allow to adjust the idle RPM?

My car's idle RPM is way too high, and I also need to relearn the Throttle Body Assembly.

The Android app can not adjust the idle RPM.

Idle adjustment is only for increasing the RPM. To lower the RPM you need to perform the IAVL (relearn) procedure which is available in the NDSII app.
