Wont connect

Hello, I have just about had it.
Downloaded software, bought cable to suit, and wont initialise at start up.
Port settings are correct. Can anybody help?
Was supposed to be so simple.....

Finally managed to get it too work.
Idle reset. Different car to drive now
Idle down from 1300 to 730rpm
