Nats 2 programming

I would like to find out if any of the Data Scan software is capable of programming replacement components into the Nats 2 system.

Car details; Primera late 1998 P11 Ga16DE
Fitted with
14 pin grey consult connector
23710-3J306 ecu
28590-9F000 immu
28591-2F000 dongle

The car is still running,but the Led warning light is not working.I have traced the fault to the dongle unit
which is mounted up behind the heater.
Have got a replacement dongle but now need to program it in.

Nope, sorry. NDS software can not program Consult I NATS.
