Yes, NDSII works on all Windows versions. The correct .NET Framework is required though.

Have you followed the preparation instructions? The engine has to be in a certain state otherwise the ECU is not able to complete the procedure and the function times out. There are also good instructions in the Service Manual about what to check if the procedure can't be completed. In most cases it...

If it's not listed then it means it's not supported by the ECM.
Parameter Settings function lists all ECM parameters supported by NDSII. Whether they are supported by your ECM or not.

The Android app doesn't have the immo key programming function. It's only available with the Pc software. You would need the Vag Com KKL or Vag K+CAN adaptor for the NDSII PC software.
Given you can not even connect with the Android app there could be an issue with your ECM.

When in the Data Display Settings window and you open the drop down list for one of the gauges, do you have "Intake Camshaft Adv b1" listed?
