The adaptor you are using is an ELM327 type adaptor. It will not work with the NDSII Windows PC software.
You need a VAG KKL or a VAG K+CAN adaptor.

Most of the Vag K+CAN adaptors use the FTDI USB chip. Have you tried an FTDI driver?

Im not aware of any Bluetooth Vag K+CAN adaptors. The Jaycar adaptor would probably be an ELM327 model which is not compatible with the NDSIII Windows PC software.

The GA16DA engine ECU is not OBDII compliant so you will not be able to use the ELM327 adaptor with it. You need a Consult I adaptor with OBDII plug and an NDSI software or app. For the app we recommend a Bluetooth adaptor and for the Windows PC software an USB adaptor. Bluetooth adaptor and OBDII ...

Most probably the adapter you are using doesn't generate the clock signal. This older ECUs require the clock signal to initiate connection.
It could be that the adapter you are using was never design to generate the clock signal or you might have to do the white wire fix as posted before.

It sounds like it could be a faulty adapter.
Your car uses the older style ECU that requires Clock signal from the adapter. Some adapters do not generate the clock signal correctly. They work on the newer Nissans but not on the R32 or Z32.
